Proposed E-Bike Ordinance

As the use of electric bicycles and riding toys (e-bikes) on city streets and sidewalks continues to increase, the lack of current safety regulations has become a significant concern. In response to this, the Memorial Village Police Department (MVPD) has been tasked with drafting an ordinance to regulate the use of e-bikes within the Villages of Piney Point, Hunter’s Creek, and Bunker Hill. The aim of this ordinance is to ensure the safety of children in the area.

The City Council would like to share the draft ordinance for public review before considering its adoption at the next regular meeting, which is scheduled for May 28, 2024.

The proposed amendment classifies e-bikes based on their motor type and speed and intends to minimize conflicts between e-bike operators and pedestrians by reducing the potential impacts of e-bikes in public spaces. It aims to clarify where and under what circumstances the classifications of e-bikes are permitted in or upon public spaces. Additionally, the amendment ensures the compatibility of the use of e-bikes with other passive recreational activities while protecting the safety of all users of sidewalks and streets.
