Leash Law Ordinance

The City Council has adopted a new leash law ordinance aimed at promoting public safety and responsible pet ownership. Under the new rules, it is unlawful for any dog to be at large within the city limits. This includes public streets, parks, alleys, and any private property not owned or occupied by the dog’s owner or keeper. To comply with the ordinance, all dogs off their owner’s property must be under control either by a physical restraint or a electronic collar method.

Dogs are considered properly restrained if they are on a leash, chain, rope, or cord no longer than fifteen (15) feet and strong enough to control their behavior. Alternatively, the ordinance allows for the use of electronic collars, provided the dog remains within fifteen feet of the handler. The electronic collar must be functional and easily identifiable. Additionally, the handler must either present proof of certified training or be able to clearly demonstrate that the dog has the proper temperament and responsiveness to be safely managed using the collar. 

This ordinance reflects the city’s commitment to keeping public spaces safe while recognizing the needs of responsible dog owners. Residents are encouraged to ensure their dogs are properly restrained when off-premises and to seek guidance from the City you have questions about training or compliance.
